Shawn E. Marshall, Former Mayor and Councilmember, City of Mill Valley

Shawn is serving her second term on the Mill Valley City Council, where she is actively involved in local environmental initiatives, land-use and transportation matters, and state policy issues. Shawn served as the City’s mayor in 2008 and is current president of the Marin County Council of Mayors and Councilmembers (MCCMC). As former president and executive committee member of the League of California Cities North Bay Division, Shawn is engaged in statewide policy issues and legislation affecting California cities and the County of Marin.

Shawn is the Vice Chair of the Marin Energy Authority (MEA), a new joint powers agency that operates California’s first community choice aggregation (CCA) program, Marin Clean Energy. At full capacity, MEA will serve 80,000 customers in Marin County with a minimum 25% CA certified renewable energy. The US EPA recently named MEA one of the top 20 renewable energy purchasers in the United States.

In addition to her work with the City of Mill Valley and the Marin Energy Authority, Shawn is co-founder and Executive Director of LEAN Energy US, a new non-profit that exists to support the expansion of community choice aggregation into new communities and states. Prior to elected office, Shawn worked in the community and economic development field, serving in contract and management positions at the US Department of Housing & Urban Development in Washington, DC and the Federal Reserve Bank of San Francisco. During her tenure in Washington, Shawn served on several non-profit boards and volunteered for national campaigns including the first Clinton/Gore Presidential campaign; she subsequently served on their inauguration team.

Shawn holds a B.A. degree from the University of California at Davis, and received further professional training at the Federal Reserve Board in Washington, DC and the Environmental Forum of Marin. She is a proud mom of twin sons who attend local public school in Mill Valley.
