60 Throckmorton Avenue
This project was approved by the City Council on November 20, 2023. The next step for the project will be a building permit application.
Treehouse MV has submitted a proposal to convert the former Bank of America building at 60 Throckmorton Ave into a membership-based restaurant, bar and community meeting and event space. The property is approximately 5,200 square feet and located in the CD (Downtown Commercial) zone district.
The building would be renovated to support a restaurant and bar on the first floor, meeting spaces on the mezzanine floor, and a deck with seating on the roof. The building is a historic resource, and the proposed project will need to meet the Secretary of the Interior Standards for rehabilitation of historic structures. Planning Commission approval of Design Review and a Conditional Use Permit is required. Environmental review has been conducted and staff is proposing a categorical exemption under the California Environmental Quality Act.

Planning Commission Study Session: June 27, 2023
On June 27, 2023, the Planning Commission held a study session to review the project, take public comment, and provide feedback to the applicant. Key discussion points included the proposed roof deck, the membership-based business model, and the lack of parking associated with the building. Planning Commission Entitlement Hearing: October 24, 2023
On October 24, 2023, an entitlement hearing was held by the Planning Commission. At this hearing, the Commission voted to approve the project with additional conditions of approval regarding the membership model as well as the Corte Madera building facade. City Council Appeal Hearing: November 20, 2023
The Planning Commission’s decision on this project was appealed to the City Council. On November 20, 2023, the City Council held a public hearing to consider the appeal. After lively debate and deliberation, the Council voted to deny the appeal and approve the project with additional conditions of approval related to valet parking, shuttle service, door management, trash collection, pest control, and in-kind and need-based memberships. The City Council’s decision is final, and the project is now entitled. The next step for the project will be a building permit application.
