PUBLIC OPEN TIME: Time for comments from members of the public on issues not on this Planning Commission agenda. (Limited to 3 minutes per person)


APPROVAL OF AGENDA: 


PUBLIC HEARING: For each of the following items, the public will be given an opportunity to speak. After a staff report, the Chair will open the public hearing and invite the applicant or applicant’s representative to make any comments. Members of the public will be invited to provide testimony to the Commission following the applicant. Speakers should state their name for the record and can address the Commission for three minutes. After all public comments have been received, the public hearing will be closed, and the Commission will discuss the item and take appropriate action(s).


DISCLOSURE OF EX PARTE COMMUNICATIONS: Prior to a project hearing Planning Commission Members must disclose any communications they have had on any quasi-judicial agenda items. This includes, but is not limited to, Design Reviews, Tentative Subdivision Maps, Parcel Maps, Variances, and Conditional Use Permits. This does not disqualify the Planning Commission Member from participating and voting on the matter but gives the public and applicant an opportunity to comment on the ex parte communication.


1. 342 Lovell Avenue – Design Review and Accessory Dwelling Unit– PL20-4901 (Newman)

Design Review Application to demolish an existing 1,920 square foot, two-story single-family residence and construct a new 4,057 square foot, three-story single-family home, garage, and Accessory Dwelling Unit.  The proposed project has been determined to be exempt from further environmental review under Section 15303(a) (New Construction) of the California Environmental Quality Act (CEQA) Guidelines. A Historic Resource Evaluation of the residence was prepared that determined that the structure is not a historic resource and therefore, the proposed demolition and construction is not subject to CEQA.


2. 12 Portola Lane – Design Review– PL23-5190 (Weiss)

Design Review application to demolish the existing 1,524 square foot single-family house, 306 square foot accessory structure, and construct a new two-story 1,574 square foot single-family home with an attached 319 square foot 1-car garage and driveway with two parking spaces, an attached 609 square foot accessory dwelling unit (ADU) on the lower level and install new landscaping on a 4,500 square foot lot in the RS-6 District. The proposed project has been determined to be exempt from further environmental review under Section 15303(a) (New Construction) of the California Environmental Quality Act (CEQA) Guidelines.


3. 10 George Lane – Study Session for Design Review and Variance – PL23-5198 (Weiss)

Study Session for Design Review and Variance application to demolish and replace an existing three-story, 6,374 square foot fire-damaged home and attached 619 square foot two-car garage on a 23,944 square foot lot in the R-P District. The existing home is considered legal non-conforming due to several setback encroachments. The application proposes to construct a new two-story 5,817 square foot home with a 984 square foot three-car garage. Variances are requested to permit encroachments into the unique setbacks established for the lot by the Scott Valley Meadows Master Plan, similar to the encroachments of existing house.
