Infrastructure Funding Study Committee to Present Report and Recommendation

At their July 17, 2023 meeting, the Mill Valley City Council voted unanimously to appoint a temporary Study Committee to review infrastructure reports, funding options, and make a recommendation to Council on how to proceed. The Committee convened from September to November 2023, holding five public meetings. During these sessions, they examined the current and future financial status of the City, assessed infrastructure requirements, studied reports on evaluations and estimates for upgrades and repairs, and explored potential funding opportunities. Additionally, the Committee reviewed the outcomes and analysis of a community survey, ultimately formulating a recommendation to present to the Council regarding the next steps.

The Study Committee found that the City has a demonstrated need for infrastructure improvements in the range of $150-$180 million over the next 15 years, and they recommend the following:

  1. That Council seek voter approval of either (a) imposing a 1% tax on the sale of real property or (b) increasing the sales tax by 1%, for the purpose of funding necessary infrastructure improvements. The Study Committee, by an 8-4 vote, prefers the transfer tax to the sales tax but the Committee unanimously recommends both to the Council for further polling, study, and evaluation to determine which is more likely to gain voter approval.
  2. That the Council commission an additional voter survey of the two proposed measures to prospective voters in order to determine the degree of voter support for each.
  3. That the Council target the November 2024 general election ballot for the placement of a tax measure before the voters.
  4. That the Council consider incorporating guardrails in connection with whatever tax measure is ultimately chosen, including but not limited to those discussed in their report.

Study Committee members will present the report to the City Council at their meeting on December 4,  2023. Community members are encouraged to attend the upcoming meeting, which will start at 5:30 pm in Council Chambers and via webcast.
